[Canon Point]: Post episode 6, so she's made the decision not to hide that she's a superhero, and she's starting to think about what exactly she can do with that.

The Wikipedia link is good for episode summaries and covers what Hajime does within the series. Her personal life before the series isn't fleshed out much. We know she's well known in the collage community on GALAX and has used that to make friends with most of the important figures in Tachikawa, such as the fire chief and the mayor. We know she has a mother who is okay with her moving into an apartment with strangers with about one day's notice, but who at least calls to check up on her, even if we never see her or where Hajime lived prior to receiving her Note.

[Personality]: Hajime is the proverbial unstoppable force. She's a relentlessly cheerful juggernaut who bulldozes through life determined to make the most of every last second of it. She's unfailingly upbeat, positive and optimistic, even in the most dire of circumstances. She never ceases to believe that everything will come out the way she wants it in the end and doesn't hesitate to take action to help it along. This comes with the downside of ignoring any more sensible advice that may come her way. Because of this, her solutions to problems tend to be a bit more over the top than necessary, but still effective in their own way. It's her way or the highway and she believes without a shadow of a doubt that she's right. Life has yet to contradict her, and it will likely come as a huge shock to her when it finally does. Already, her way of dealing with criticism is to ignore it or brush it off. Her reaction to negativity posted about her to the internet? Turn her phone off and it goes away! It remains to be seen what she'll do when the solution isn't that easy.

Hajime automatically believes the best of people and situations. If someone is sitting on a seat in a train instead of giving it up to someone who seems more deserving, then obviously they're sick and need that seat themselves. If someone is driving like a maniac down the street, then they probably have a medical emergency and need to get to the hospital super fast! If an alien invader is wreaking havoc, then clearly it just doesn't know how to properly communicate and we should try reaching out to it! She doesn't truly dislike anyone, which makes it easy for her to make friends with people from all walks of life. She treats adults with influential positions in the community the same as she would a classmate or even a child younger than herself. Everyone is equal to her and she cares very much about all of them. She'd bend over backwards for anyone and their happiness is very important to her. This is why she's very happy to use the GALAX app in canon because it allows people everywhere to reach out and connect with each other and help each other out regardless of status. She likes Rui's idea of a world where everyone is a hero, but still sees the importance of remaining a hero herself until that time comes.

Hajime seems like a total airhead, with her love of gaudy and garish decorations and her obsession with papercraft and collage. Her voice tends towards the obnoxious and she has a tendency to sing and make nonsense noises to herself incessantly. Most of what she says seems to come totally out of left field, but the more you listen to her, the more you notice that she's not as dumb as she looks or acts. She's very perceptive, often picking up on things other people don't, and some of the more random things she says are actually roundabout observations on that. For example, upon meeting Rui for the first time, not only does she pick up on the hypocrisy of his telling her to quit being a Gatchaman (because he has powers of his own that he's using for the very reason he's telling her to stop), but she most likely also realizes that he's a boy. And then she remarks on both by commenting on his makeup, which in context of their actual conversation seems like a total non sequitur.

[Abilities / Strengths & Weaknesses]: Hajime is a master of papercraft, collage, and pretty much anything else that involves cutting things up with scissors and making them pretty. She's also pretty good with power tools and interior decorating, though her sense of style is kind of off kilter. She's very good at organizing and motivating people and coming up with plans of action in just about any situation. She has no special abilities out of the ordinary when she's not transformed. As far as weaknesses go, she's not aware that she has any. This is a weakness in and of itself, because she's so firmly locked into her way of thinking that she doesn't really see that she bulldozes over people and makes assumptions that she probably shouldn't. She's been lucky to have been surrounded by people who like her and think her personality is charming and to have lived a life where everything has always gone her way, but nothing says that that will always be the case. Being faced with people who truly dislike her and situations she can't turn to her advantage will mean her unstoppable force finally hitting an immovable object and she's never even considered how she'll cope.

Gatchaman – When Hajime uses her Note to transform, she gains a powered robotic suit that enhances her physical abilities and acts as armor. The suit is also equipped with weaponry that suits Hajime's interest in papercraft. Her weapons are:

Blanc et Noir – a huge pair of scissors that can grow in length and be used as a sword if Hajime so chooses.
Petit Ciseaux – a collection of smaller scissors that can be used as thrown projectiles.
Balles Pastels – multicolored smoke bombs that are shot from the knuckles of the suit.

[Adding these in for reference now that she's used them in canon. These appear after the canon point I'm taking her from, so I may or may not use them in-game.]

Wings de l'Avenir: A pair of retractable wings that resemble swan heads that grant Hajime the power of flight (if used at all, it will just be for short distances for increased mobility, not for travel)
Grand Ciseaux: A secondary pair of scissors formed when the Wings de l'Avenir detach from Hajime's armor and combine. The Grand Ciseaux are smaller than the Blanc et Noir and are used as a short sword when closed.

In addition to granting the suit, the Note can also be used to create Amnesia Effect, which makes Hajime unable to be seen by those around her. By using Amnesia Remind, she can cancel this effect and make those who have witnessed the fight aware of what has happened.

When transformed, the Note becomes part of the suit and is then any Gatchaman's weakpoint. If the Note is removed, it can injure them severely and causes them to lose the transformation. If the Note is destroyed, they die.

[Limited Powers]: Hajime's powers probably don't need any limitations for this setting, but if Amnesia Effect/Remind are too much, they can easily be left off. The biggest limitation to her powers, really, is the fact that she's not even going to want to use them, unless it's in some sort of rescue effort that's beyond her own normal abilities. She'd always rather talk things out than fight. Also, her abilities are completely dependent on her Note, so if she doesn't have it with her for some reason, she's just a normal girl.

So's I was looking at the flag and it's pretty gloomy, isn't it? Hmmmm, maybe it came with the boat? If we're going to be pirates together, we should have a flag we can all be proud of, so we should all get together and make one! Everyone can add something! I was thinking something like this!

[There are several sketches of pirate flags, none of them rectangular and none of them featuring a skull and crossbones. After the first few drawings, she must have found her colored pencils, because the flags become a riot of colors and patterns. One seems to be a taxidermied giraffe head instead of a flag. Then there are splotches because she tried to glue something to the page and found out that it wouldn't stick.]
